We’ve All Had That Day
I remember sitting in my office after a string of peer conflicts and “girl drama,” realizing I was solving the same problems over and over again. A counselor can only facilitate so many peer mediations in one day. My time wasn’t being used where it could make the biggest difference, and my emotional energy was running low.
That feeling isn’t unique to me. Research has shown that chronic workplace demands, emotional exhaustion, and constantly responding to problems can contribute to burnout among helping professionals (Maslach & Leiter, 2021). School counselors know this reality well.
When Everything Feels Reactive
One of the biggest implementation challenges in middle school counseling is feeling like there’s never enough time. When Tier 1 classroom lessons aren’t consistently implemented across a school, counselors often spend more time responding to recurring concerns than preventing them.
Instead of building student skills before problems grow, we find ourselves addressing the same conflicts, organization struggles, friendship issues, and emotional concerns over and over again.
This reactive cycle doesn’t just affect our schedules. It also limits the time available for students who need more intensive Tier 2 or Tier 3 supports. The ASCA National Model emphasizes that comprehensive school counseling programs should provide preventive services for all students while reserving more intensive interventions for those with greater needs (ASCA, 2019).
Why Strong Tier 1 Support Changes Everything
One of the biggest misconceptions about Tier 1 support is that it creates more work for school counselors.
In reality, high-quality Tier 1 instruction helps build skills before problems become crises. Universal social-emotional learning has been shown to improve student behavior, attitudes, and academic performance while reducing problem behaviors, making prevention one of the most effective long-term investments schools can make (Durlak et al., 2011).
When classroom lessons are delivered consistently, aligned with student needs, and supported by meaningful data, counselors often spend less time repeatedly responding to the same concerns. Instead, they have greater capacity to provide targeted interventions, collaborate with teachers, consult with families, and support students with more significant needs.
Tier 1 isn’t extra work. It’s preventive work that helps your entire school counseling program function more effectively.
Realistic Strategies for Building a Stronger Tier 1 Program
You don’t have to redesign your entire counseling program overnight. Small improvements in implementation can make a meaningful difference over time.
Consider starting with a few practical steps:
- Design classroom lessons around the ASCA Student Standards and your school’s most common student needs.
- Partner with teachers and administrators to improve lesson consistency across grade levels.
- Collect perception and outcome data from a few key lessons or one counseling unit each year. Small amounts of meaningful data can help identify what’s working, demonstrate program effectiveness, and guide future improvements (ASCA, 2019).
Strong Tier 1 systems aren’t built all at once. They’re built through consistent implementation, reflection, and small adjustments over time.

Tier 1 is the backbone of an MTSS-aligned school counseling program. It doesn’t just teach students important academic, social-emotional, and behavior skills—it also helps protect one of your most valuable resources: your time.
